In order to implement the national strategy of exploring ad hoc arbitration and the Regulations of Shanghai on Promoting the Construction of the International Commercial Arbitration Center, the Bureau of Justice of Shanghai, based upon research, drafted the Rules for Promoting Foreign-related Maritime and Commercial Ad Hoc Arbitration (Trial) (Draft for Opinion) consisting of twenty articles  clarifying the scope of application, defining specific persons, specifying specific rules, encouraging institutions to provide relevant services, guaranteeing the progressof arbitration procedures, and confirming scope of services provided by Shanghai Arbitration Association
