The Ministry of Transport promulgated the "Decision on Amending the Regulations of the People's Republic of China on the Administration of Seafarers' Assignment Abroad" (Decree No. 10 of 2023 of the Ministry of Transport), which will come into force on December 1, 2023.

The revised content mainly includes four aspects: optimizing the licensing management of expatriate agencies, consolidating the responsibilities of expatriate agencies, protecting the rights and interests of expatriate seafarers, establishing an information notification mechanism, better serving expatriate seafarers, setting administrative penalties according to law, and standardizing seafarers' expatriate activities.
