The Ministry of Transport, the People's Bank of China, the State Financial Regulatory Administration, the China Securities Regulatory Commission and the State Administration of Foreign Exchange jointly issued the "Guiding Opinions on Accelerating the High-quality Development of Modern Shipping Services" (the Guiding Opinions) on December 8, 2023.The Guiding Opinions plans the overall goal of "by 2035, a modern shipping service system with perfect functions, high-quality services, openness, integration, wisdom and low carbon will be formed, the functions of international shipping center and modern shipping service agglomeration area will be significantly improved, the service capacity of Shanghai international shipping Center will be among the highest in the world, and the modern shipping service industry will achieve high-quality development". Eight major tasks are proposed, including improving shipping transaction and information service capabilities, enhancing shipping financial service efficiency, strengthening shipping insurance service guarantee, enhancing maritime legal service capabilities, strengthening safeguard measures for shipping talents, improving shipping technical service capabilities, improving shipping center service functions, and improving shipping basic service capabilities.
