The Ministry of Transport and the Ministry of Agriculture and Rural Affairs have jointly issued the Implementation Plan for the Special Action of "Merchant and Fishing Vessels Co-Governance 2023", which organizes maritime, transport and fisheries departments in coastal provinces and cities across the country to jointly carry out a five-month special action to rectify the risk of collision between merchant and fishing vessels.

This special action focuses on the statistics of collision accidents between merchant and fishing vessels in the past 10 years in the time, waters, ship response to the characteristics of the law, and the causes of accidents, to carry out three prevention and control work, and make every effort to promote better results of the common governance of merchant and fishing vessels. Firstly, deepening the mechanism of "Merchant and Fishing Vessels Co-Governance" and consolidating the foundation of accident prevention, including deepening the mechanism of joint governance, determining the key points of joint governance, and consolidating the safety foundation. The second is to focus on precise prevention and control to enhance the effectiveness of accident prevention. Thirdly, encouraging innovation and strengthening the support for shared governance, including strengthening demonstration leadership and enhancing science and technology to ensure safety.
