March 26, 2025, the SPC issued the Notice Procedural Matters Related to Civil Cases Involving Immunity of Foreign States (Notice).

The Notice sets out clear requirements for the acceptance, centralization of jurisdiction, serving and revision of immunity of civil cases involving foreign states, which is of great importance as a guide to ensure that courts across the country accurately grasp the spirit of the Foreign State Immunity Act when receiving claims from foreign states and do a good job in accepting and reviewing relevant cases in accordance with the law.

The Notice consists of eight articles, which sets out the procedures of acceptance, centralization of jurisdiction, serving of documents, revision of jurisdictional immunity, and obtaining supporting documents from the Ministry of Foreign Affairs of immunity in civil cases involving foreign states.
