On the morning of November 28, 2024, the Beijing Fourth Intermediate People's Court held a press briefing to report the ten mechanisms and measures for judicial support and protection of the construction for the International Commercial Arbitration Center, and released ten typical cases on judicial review of arbitration. This is the fifth time that the Beijing Fourth Intermediate People's Court released the relevant information on the judicial review of arbitration.

According to statistics, from January 2023 to October 2024, Beijing Fourth Intermediate People's Court accepted a total of 2,959 arbitration judicial review cases, of which 1,375 were accepted in 2023 and 1,584 were accepted from January to October 2024. Among which, 1,796 applications were for confirmation of the validity of arbitration agreements, 1,140 applications were for revocation of arbitral awards, 23 were applications for recognition and enforcement of foreign arbitral awards. Among these cases, two arbitral awards were finally revocated and the court issued 14 notices of re-arbitration.

It is understood that the average time taken by Beijing Fourth Intermediate People's Court to hear arbitration judicial review cases had been decreasing year by year. In 2023, the average hearing time for cases to confirm the validity of arbitration agreements was 68.8 days and for applications to set aside arbitral awards was 64.9 days. In the first half of year 2024, the average hearing time for cases confirming the validity of arbitration agreements was 39.8 days, and the average time for applications to set aside arbitral awards was 54.9 days. After the centralization of jurisdiction over preservation and enforcement cases of foreign-related arbitration from January 1, 2024, the Beijing Fourth Intermediate People's Court has issued 68 foreign-related arbitration preservation rulings, the subject amount was more than 10 billion yuan, while the average review period of the cases is merely 5 days.
